Whereas, American Samoa is a closely knit community, one in which we must join together and strive to emphasize the positive and deter the negative so as to encourage our children and youth to achieve their greatest hopes and aspirations; and, Whereas, all government, private, church and non-profit organizations should recognize the significance of the youth of the territory to our future well-being, and craft, implement and evaluate programs to assist in their development”.
