The world-first regulatory framework for the provision of Custodian Services (Digital Assets) Licenses will come into effect on 1 March 2019, making it the first jurisdiction globally to offer a regulated landscape for the custody of digital assets such as cryptocurrencies.

The Chief Executive of the FSC, Mr Harvesh Seegolam, is set to speak at the Summit following his integral involvement in the drafting of the framework, and expressed that, “the FSC is committed to implementing enabling frameworks which facilitate the development of the Mauritius IFC. We continue to collaborate with our international counterparts and stakeholders in introducing the appropriate regulatory mechanisms. I wish to put on record the active participation of all parties during the consultation phase preceding the introduction of this revolutionary structure for our jurisdiction.”

Joining Mr. Seegolam are former FSC chairperson and current Governor of the Bank of Mauritius, Yandraduth Googoolye, Deputy Solicitor General of Mauritius, Rajesh Ramloll, Director-General of the Independent Commission Against Corruption (ICAC), Dr. Navin Beekary, and Director of the Financial Intelligence Unit, Guillaume Ollivry, providing unprecedented access to the leading thinkers in regulation of digital assets amongst Australia’s emerging hub of innovation for digital technology.

ADC Forum CEO, Anton Roux, expressed that “the framework announced by the Mauritius FSC highlights a key step forward toward a more regulated digital asset environment. We look forward to welcoming the delegation to Adelaide and hearing their views on the regulation of digital assets first-hand”

The Summit program will also feature Head of Financial Markets at the Organisation for Economic Cooperation and Development (OECD), Greg Medcraft. The OECD provided international consultation on best-practice governance and regulation of Digital Financial Assets for the Mauritius FSC.

Loretta Joseph, regulatory consultant to the FSC and Co-Chair of the ADC Global Blockchain Summit, stated that the process has been “collaborative across industry stakeholders, policymakers and the regulator. The regulatory framework reiterates the stance taken over the last year to be a forward thinking and innovative nation that can lead appropriate and sensible regulation for the region.”
