The Istanbul Foundation for Culture and Arts (İKSV) plays an active role in the formation of cultural policies by regularly conducting research and publishing reports since 2011.
The new cultural policy text prepared by the Cultural Policy Studies department of İKSV is titled ‘The Uniting Power of Arts and Needs of the Cultural Field During the Pandemic’. The policy text emphasises the social value of culture and arts, and outlines the steps taken by different countries in support of the creative sectors during the coronavirus pandemic and the resulting lockdown. The policy text dedicates a section to the current state of public support mechanisms in the cultural field in Turkey and offers suggestions.
With an emphasis on the need for ‘solidarity in the cultural field during the pandemic’, the policy text comprises answers to three main questions: ‘What kind of support mechanisms have been introduced in creative industries in the world?’, ‘What is the current state of public supports for the cultural field in Turkey?’, and ‘Which measures should be taken for the cultural field in Turkey?’.
The first chapter titled ‘Building solidarity in the cultural field during the pandemic’ underlines the necessity of taking immediate short and long-term measures to support artists and cultural institutions who all seek to preserve the vitalising power of cultural life, to bring people together, and to provide them not only comfort but also inspiration and hope at a time when billions of people are physically isolated from each other and much more vulnerable to be overwhelmed by growing anxiety and uncertainty. The first section also highlights the need for targeted measures not only for preserving the contribution of the cultural field to the national economy but also for the sustainability of it for society.
The second chapter which focuses on the support mechanisms that have been introduced in creative industries in the world, overviews the loans, funds and compensations designed for the field of culture and arts as well as creative industries; facilities, loans and funds for independent artists, designers and cultural workers; supports for artistic production during physical distancing; and knowledge-sharing and advocacy in the arts and cultural sector.
The third chapter focuses on the current state of public supports for the cultural field in Turkey. The fourth and last chapter presents proposals for concerned authorities in order to mitigate the impacts of the current crisis on the cultural sector.
